    The answer is No and Yes.
    The ultimate determinant of number of puppies is the number of “viable” eggs produced and released by the female during ovulation. These numbers of eggs when fertilized and develop till delivery determines the number of puppies.
    However, in the case where the sperm production is not optimal in terms of quantity (volume) and quality (abnormal shape, abnormal motility, abnormal protein structure etc), this will reduce the chances of fertilization of the released viable eggs.
    The best genetical determinant of number of puppies is the female, but should be complemented by a very sound and viable male.
